Who we are

The Malian Agency for Social Mutuality is an institutional actor committed to the development of social mutuality in Mali. It helps bring solidarity and social protection mechanisms closer to the population, especially people with limited access to health coverage schemes. Its mission is to act as the administrative body for social mutuality, as defined by the community regulations on social mutuality within the West African Economic and Monetary Union.

Message from the Director General

Ladies and Gentlemen,

In the eight (8) member countries of the West African Economic and Monetary Union (WAEMU/UEMOA), nearly 70% of the population has no form of social coverage, particularly in terms of health insurance.

To address this shortfall, many mutualist organizations have been created in recent years to ensure the social protection of populations not covered by formal social security systems.

Article 1 of Regulation No. 07/2009/CM/UEMOA on the regulation of social mutuality within WAEMU defines a social mutual as a: "Group which, mainly by means of the contributions of its members, aims to carry out, in the interest of its members and their dependants, an action of provident care, mutual aid and solidarity aimed at preventing social risks linked to the person and remedying their consequences."

The political will to support the development of health mutuals in Mali has materialized through the inclusion of the promotion of this sector in various policy and program documents, notably the Sectoral Health and Population Policy (PSSP), the National Social Protection Policy (PNPS), the National Policy for the Promotion of the Social and Solidarity Economy (PNPESS), the Ten-Year Health and Social Development Plans (PDDSS), the Health and Social Development Programs (PRODESS) and the social protection extension plans.

The National Strategy for Extending Health Coverage through Mutuals (SNECM), revised in 2020, gave new momentum to the development of health mutuals, in the run-up to the launch of the Universal Health Insurance Scheme (RAMU).

With the new strategy, we now count 25 accredited interprofessional cercle mutuals, 5 of which received their accreditation in 2025.

Improving the health of populations remains a major challenge for several Sub-Saharan African countries, including Mali.

Healthcare costs are mainly borne by households through direct payment for care, in the absence of appropriate coverage mechanisms that would offer health coverage to all.

In Mali, in order to achieve universal health coverage, the State has identified health mutuals as a linking mechanism to give workers in the informal and agricultural sectors, who make up about 78% of the population, access to health insurance.

To put this policy into practice, and with the advent of the Universal Health Insurance Scheme (RAMU), the State has developed support strategies such as the co-financing of health mutuals, that is, paying half of each beneficiary's contribution, in order to support health mutuals appropriately and enable this segment of the population to benefit from many other advantages recommended for this purpose.

So, workers of the informal and agricultural sectors, join the health mutuals in your locality to benefit from the medical coverage facilities they offer.

This is a message from the Ministry of Health and Social Development through the Malian Agency for Social Mutuality, in collaboration with the National Health Insurance Fund (CANAM) and the National Centre for Information, Education and Communication for Health (CNIECS).
